Joel Whitman

President, Foss Offshore Wind

Joel has more than 20 years of senior management experience including a decade of strategic development and plan execution at Global Marine Group, most recently as Executive Vice President. He has served as CEO of Global Marine Energy, Inc. specifically created to address the growing demand for offshore power cable installations in North America. Joel’s career has been focused on leadership and development of several new business units at Global Marine including Global Marine Energy Ltd., Global Marine Energy Inc., and Predator (ROV). Among the many responsibilities, he was charged with vessel strategy, ports and depot development and training and staffing projects with U.S. personnel. Joel’s extensive leadership and business development skills will provide Foss Offshore Wind to build upon the current strategic alliances and expand our services within the market.

Sloane Perras

Vice President, Foss Offshore Wind

Former Vice President, General Counsel & Chief Ethics Officer at Saltchuk Marine, Sloane Perras served as leader of Foss Maritime’s Legal and Risk Management Group where she provided legal counsel, advises on business strategies and best practices, and directs ethics and compliance programs. Prior to joining Foss, Perras served as Chief Administrative and Legal Officer for two privately held retail brands. In her roles at both companies, Perras regularly reviewed enterprise risk strategies, financial controls and flows of revenue. She managed the risk management functions and provided enterprise strategy for innovation, regulatory compliance, and HR risk mitigation. In addition, Perras worked closely with the leadership teams on corporate governance, including cyber and privacy issues. Perras early career was with companies involved in the global supply chain. Throughout her supply chain background, she has addressed significant regulatory and compliance matters, especially around global enforcement protocol. Perras has a degree in Finance from University of Florida and earned her law degree, Cum Laude, from University of Georgia School of Law.

Jacek Liberak

Director, Offshore Wind Construction Support Services

Jacek comes with an extensive background from the maritime and energy industries, including and specifically towage, salvage and, most recently, the offshore wind industry. He brings along a combination of commercial, operations and IT/digitalization skills and extensive project management experience.

Tanjia Maynard

Director, HSQE Strategy & Compliance

Tanjia Maynard has been at Foss Offshore Wind (FOW) since April, 2023. She earned her Bachelor of Science from the State University of New York at Albany. She is a Certified Safety Professional. Prior to joining FOW, she had worked on Cape Wind with AWS Truepower and later with PMSS America. She has chaired the ACP (formerly AWEA) Offshore Safety Subcommittee, collaborating with developers to draft a standard set of safety processes and procedures and authored Safety Management Systems.
